NC’s domestic violence centers struggle with funding cuts

Domestic violence shelters across North Carolina are struggling with shortfalls in funding of the Victims of Crime Act that have grown over the last six years. |
As Domestic Violence Awareness Month is October, domestic violence shelters across North Carolina are being stretched to their limits as federal funds disappear.
Federal funding from the Victims of Crime Act has dropped for the sixth consecutive year. North Carolina domestic violence centers face rising demand with only a quarter of the funding they had five years ago.
Next year, North Carolina VOCA grants are projected to drop even further, down to approximately $3.5 million.
While lawmakers question where millions of dollars went, shelters have no choice but to cut programs and turn away victims.
A family’s escape
After receiving death threats from her abusive partner, a woman and her two children fled their home.
Every safe house within a few hundred miles was full. The family stayed in a hotel for a few nights while the children transferred to a new school, restraining orders were filed, and the family looked for a new place to live. More, all of this had to be done with an interpreter, translated from Spanish.
Bridget McEnaney, executive director of The Compass Center, helped orchestrate the family’s escape.
The Compass Center is a domestic violence prevention center in Chapel Hill. She shared this story but withheld further details to protect the identity of the family.
This is just one of the 2,500 cases The Compass Center processes each year.
Last year, every shelter in the state reached full capacity for over 100 days, forcing more than 6,000 victims to find safety elsewhere.
“We’ve cabbed people to the mountains. We’ve cabbed them to the coast. If that is not an option, then we’re often looking at domestic violence shelters across states. We’ve even gotten a couple of people out of the country,” said McEnaney.
More than an escape
“Some people are stuck between a rock and a hard place,” McEnaney said. Many victims are faced with a difficult choice: starting their life over or continuing to endure abuse.
Most domestic violence prevention centers offer legal aid, job support, transportation, counseling, and help with hospital bills. However, sharp funding cuts have forced many to reduce essential services.
But, since 2018, aid for hospital visits fell 70%, while job and counseling services were cut in half.
“It’s devastating,” said Caroline Farmer, executive director of the North Carolina Governor’s Crime Commission.
The Compass Center relies on federal grants for 97% of its revenue, and this year, funding is expected to drop by almost 95%.
Where the money went
Funding for these safe houses and treatment centers come from a federal fund established by the 1984 Victims of Crime Act. The fund relies on monetary penalties paid by guilty plea agreements and corporate out-of-court settlements.
However, in recent years due to bureaucratic changes and funding transfers, VOCA has experienced staggering cut-offs.
Lawmakers, including Sen. Charles Grassley (R-Iowa), have raised concerns about the sudden reductions. Recognizing the “historically low balance” in the Crime Victims Fund, he requested data from the Department of Justice concerning the whereabouts of the missing money.
Following the numbers, Senator Grassley and three other GOP Senators found “hundreds of millions of dollars in criminal fines and penalties” were diverted to foreign governments and the Justice Department’s Working Capital Fund.
This is because many criminal cases were settled out-of-court, and therefore, not given to the VOCA fund.
“The Justice Department appears to have the ability to retroactively modify corporate resolution agreements to ensure criminal penalties are deposited into the [Crime Victims Fund] that would otherwise be deposited elsewhere,” the senators wrote in their letter to the DoJ.
A bipartisan solution
To stabilize the Crime Victims Fund, Congress is considering a new bipartisan bill, Crime Victims Fund Stabilization Act. 134 cosponsors have signed to prevent further reductions to VOCA grants.
Eight of North Carolina’s 14 representatives, from both parties, have signed on, including Reps. Donald Davis (D-NC-1), Deborah Ross (D-NC-2), Jeff Jackson (D-NC-14), Patrick McHenry (R-NC-10), Wiley Nickel (D-NC-13), Chuck Edwards (R-NC-11), Gregory Murphy (R-NC-3), and Kathy Manning (D-NC-6).
“I hope VOCA will stabilize,” said Farmer, “The safe houses don’t have time for funding solutions. They’re too busy doing hard work.”

Every single Board of Commissioners in Davidson County is and has been a Republican! As the 3rd REDDEST county in NC, and with Thomasville having the highest crime rate per capita in ALL OF NC! This is OUTRAGEOUS!! When I moved to Thomasville from Blacksburg, Virginia in November 2017 I never imagined how much of a difference my life would be and change because of who we elected and the lack of accountability and services provided, resources for the community! These are things that affect everyone, all citizens including tax dollars which I honestly don’t think many understand! When I ran for city council in 2021 because I saw ways in which real positive change could be made and ways in which could benefit Thomasville and the citizens of Thomasville.. For example, reducing the crime rate while saving money. I looked at what Detroit did and worked, Called the “Green Light Project”. It included solar lights in the areas that were more prone to crime, cameras and police department working with businesses together to combat crime. This project reduced crime in Detroit by 40 percent. It’s odd that Thomasville Officials did not like the idea of reducing crime, talking about mental health services, and jail diversion programs!!?? All things that citizens are paying for, these are things that can dramatically reduce taxes dramatically as they have a ripple effect. Every. Judge is a Republican as well! A long lasting Board of Commissioner recently threatened became violent with a citizen and the citizen charged him! There are too many Elected officials who act as they are above the law and there is ZERO accountability! If people would speak out and stop staying silent about important issues there would probably be more investigations into corruption here! Why doesn’t Thomasville report to the FBI? Yet every other counties do?? Why doesn’t Thomasville report to the FBI? Why does Davidson County do a Homeless Sweep Twice a year?? People are thrown in jail and they beg the judge for help, rehab and there is absolutely no care! Just money demanded and there is a repeat offender and/or a targeted offender. Same goes with DV! Judge gives child to abuser and boom, back in court more money! If child was given to the safe parent the courts wouldn’t get as much money and neither would GAL, attorneys, everyone involved! It’s all about money. CPS, DSS, FAMILY COURT! Kids for cash! I’m hoping Josh Stein as our NEW GOVERNOR (YAY) will make some changes! As the City and county know exactly who I am, I was violently assaulted by 2 THOMASVILLE POLICE OFFICERS AND JOHN EDWARDS “Edwards Kirby” law firm I retained as civil rights attorneys to sue after May 30, 2019 “miscommunication” incident! This had got to STOP! TOO MANY PEOPLE! NO ACCOUNTABILITY! NOT ABOVE THE LAW! BULLIES BEHIND THE BADGE! WHERE IS THE MONEY! And let’s get real news investigating asking real questions not afraid to do their jobs! Real JOURNALISTS! It seems like a lot are not doing stories on what really matters!! As a long time victim of ALL TYPES OF DV, DV BY PROXY, STALKING, STALKING BY PROXY, AS WELL AS MY INFANT SON HAS BEEN A VICTIM, A LONG TERM VICTIM! Innocent children who cannot defend for themselves rely on parents, their mothers who rely on funding for protection for help protect both mothers and their children from the long term devastating effects, kidnappings, ongoing harassment, stalking, and constant fear 24/7 for our lives, and if we leave the abuser escalates and that can be deadly! I’ve been trying to seek safety since November 2022! Because of of where I live and the lack of care regarding DV, lack of resources, Davidson County had nothing for DV, mental health, disability services and accessibility services and the complete lack of knowledge is unacceptable! DV falls under the ADA! The ADA is federal law!! No elected official is immune from liability if they violate a protected persons rights under the ADA! ANA and this is where we need to start holding every single elected official accountable! The county received a HUGE COVID grant for a substance abuse treatment facility in 2020!! Yet, WHERE IS IT? There are no plans? No treatment facilities? Where is the money? Why is Davidson County the only county that stopped all DV services? I’ve personally spoken and seen a ton of women scared for their lives in line at the Davidson County magistrate’s office not having a clue what to do or where to go! Every single one waited so long in line they ended up going back to their abuser! THERE NEEDS TO BE AN INVESTIGATION INTO DAVIDSON COUNTY BOARD OF COMMISSIONERS, THE COURTHOUSE STAFF, AND COUNTY MANAGEMENT AS WELL AS THE DA’S OFFICE WHO WILL TELL VICTIMS “YOU HAVE NO RIGHTS” and VIOLATE THEIR RIGHTS! So they aren’t using funds either!!FOLLOW THE MONEY! The Sheriff’s Department as Well! Judges! GET CAMERAS IN THERE! Know the statistics on his many women and children are being directed harmed by this! And known by all involved, which are all apart of this!! It’s all about money!!! L. |
