Proposals sought for Eastland Mall project
City sets Feb. 15 deadline for potential developers

Charlotte is looking for a developer to remake the former Eastland Mall site.


City officials published a Request for Qualifications for the project on Friday, and responses are due by Feb. 15 at 4 p.m.


City Council approved the deal to buy the 80.4-acre shopping center in August as part of a campaign to stabilize the neighborhood through mixed-use development. The city is looking to create a public-private partnership to revitalize the community. In October, the city issued a Request for Expressions of Interest for film studio and production facilities. Two formal responses were filed, and city officials expect more interest from the movie industry as well as other potential suitors. 


The city is asking development teams to submit statements of qualifications that describe their ability to meet specific objectives, such as:


• Redevelopment that integrates with surrounding neighborhoods and commercial corridors


• Developing a financially viable project using private-sector funding


• Expansion of the tax base


• Providing employment opportunities

• Open space and community amenities

• Support for new and emerging market-driven economic clusters in the region


The city will develop a short list of developers that will be invited on March 8 to submit full proposals. The finalist will be due on May 30.
