Anthony Foxx is out as Charlotte’s mayor, and Patsy Kinsey’s in.

Interim Mayor Patsy Kinsey

Foxx, who was confirmed as U.S. transportation secretary last week, resigned at a special City Council meeting on Monday. Immediately afterward, Kinsey, who represents District 1, was nominated and confirmed as interim mayor through December when a new mayor in elected.

“It will be difficult to fill Anthony Foxx’s shoes,” she said, noting his leadership in steadying Charlotte’s economy and recruiting the Democratic National Convention, which boosted the city’s international profile.  “He has clearly left a legacy of accomplishments.”

Kinsey, a Democrat serving her fifth two-year term, was first elected to City Council in 2003. She chaired the Housing and Neighborhood Development Committee and was a member of the Council-Manager Relations and Transportation and Planning committees. She also was council representative to the Centralina Council of Governments Executive Board, where she was secretary.

“I know the importance of collaborative, regional growth and decision-making,” Kinsey said. …I pledge to be a strong advocate and steadfast leader to protect Charlotte’s interests.”

Kinsey was a Mecklenburg County commissioner from 1990-94.

Kinsey’s promotion creates a vacancy in the District 1, where the council will appoint a successor at its July 22 meeting. Potential candidates must be at least 21 years old, live in the district and a registered Democrat. Applications must be submitted to the city clerk by 12 p.m. on July 15. Kinsey is eligible to run for the District 1 seat during her mayoral tenure.
